What is consular certification?

When submitting a Japanese official document to a Chinese government office, the Chinese side cannot tell whether the document is actually an official document issued by a Japanese government office. This is a procedure for the Chinese embassy to certify that the document is an official Japanese document. Before consular authentication, the official seal of the Japanese official documents is confirmed by the Ministry of Foreign Affairs, and then consular authentication is performed. Consular authentication certifies the authenticity of the official seal confirmed by the Ministry of Foreign Affairs.

What is official seal confirmation?

Official seal verification is a procedure in which the Ministry of Foreign Affairs certifies whether the seal affixed to an official document issued in Japan is genuine.

Basically, by confirming the official seal by the Ministry of Foreign Affairs and consular authentication by the embassy of each country in Japan, it is possible to submit Japanese official documents to institutions in the country concerned. However, as an exception to this, there is a certification by the Ministry of Foreign Affairs using a sticky note (=apostille) based on the "Convention Requiring Authentication of Foreign Official Documents (abbreviation: Convention Requiring Authentication)" (Hague Convention of October 5, 1961). Submission countries are only those that are parties to the Hague Convention. Once you obtain an apostille, it can be used in the destination country as it is equivalent to one with consular certification from an embassy or (general) consulate in Japan.

Certification procedure on the day

For consular certification, I make a reservation for the certification date and time on the website of the China Visa Application Center, and then visit the China Visa Application Center Tokyo in Ariake, but even when I went at the scheduled time, there was a long line. For some reason, they are given numbered tickets. When the numbered tickets are handed out, you will be told, "Today, you will have to wait for ● hours (maximum 5 hours)," even though I had booked the time. Your ticket number will be displayed on the monitor, and you can get it authenticated by going to the booth with the designated number, but it is common for 40 to 50 people to wait, so it takes a long time (up to 5 hours). All future plans will be cancelled.
